三 | 此次项目如果最终落地，将使华为进入埃及 AI 基础设施市场，并成为其在中东及非洲推广 AI 芯片的一次尝试。同时，该项目也可能是华为一年多来尝试出口昇腾加速器后，首个已公开确认的出口案例。在此之前，美国已大举投资阿联酋和沙特阿拉伯规模更大、利润更丰厚的 AI 数据中心市场。另外，华为的投标方案还涉及与科大讯飞的合作。根据华为提交的 102 页方案材料，项目涉及车辆和人员识别、基于全国人口数据库的识别系统，以及“态势感知”等应用，打包为“一屏尽览全城”方案。

四 | 华为方面对此拒绝置评，科大讯飞和埃及外交部也未回应相关问题。美国国务院发言人表示，埃及是美国正在就 AI 技术展开合作的数十个国家之一，并称美国愿意与其他国家合作开发和部署 AI 技术，同时尊重相关国家主权并扩大其 AI 能力。值得一提的是，美国方面自 2023 年起限制向埃及出口部分 AI 芯片，向埃及出口 AI 芯片需获得华盛顿方面的许可。华为此次投标建立在与埃及长达数十年的合作关系之上。近年来，埃及已经在多个领域稳步深化了与中国的合作。注意到，埃及去年已经公布了其第二个国家 AI 战略，目标是到 2030 年使 AI 技术对国内生产总值（GDP）的贡献率达到 7.7%。相关阅读：。
