AI 생성 이미지농촌지역 외국인 계절근로자(이하 계절근로자)의 주거안정을 확보하기 위해 농지법 개정이 필요하다는 의견이 제기됐다. 계절근로자가 농촌의 고령화와 인구 감소 속에서 농번기 일손을 메우는 필수 인력으로 자리 잡고 있어 이번 건의에 정부 당국이 어떤 반응을 보일지 관련 지자체들의 관심이 모아진다.전화식 성주군수는 26일 민선 9기 첫 경북도시장군수협의회 정기회의에서 '외국인 계절근로자 주거안정 확보를 위한 농지법 개정'을 건의안으로 제안하고, 관계부처의 조속한 제도 개선을 요청했다.계절근로자 의존도는 매년 폭발적으로 증가하는 추세다. 성주군의 계절근로자 도입 규모는 2022년 124명에서 2023년 531명, 2024년 1천27명, 2025년 2천204명, 2026년 2천252명으로 급증했다. 전국적으로도 2022년 2만여명 수준이던 계절근로자 가 2026년 11만여명으로 500% 이상 늘어나며 농촌 현장의 핵심 노동력으로 자리매김했다.전 군수는 "계절근로자가 농업 생산성 유지를 위한 필수 인력이 됐으나, 최근 숙소 기준이 강화되면서 기존 이동식 컨테이너 활용이 어려워지는 등 농가의 숙소 마련 부담이 급증했다"고 지적했다.이어 가설건축물 신고, 도로 접도, 소방시설 설치 등 일정한 안전기준을 갖춘 '농촌체류형 쉼터'조차 현행법상 계절근로자의 숙소로 활용할 수 없는 현실적 괴리를 핵심 문제로 짚었다. 적법한 숙소를 구하지 못하면 근로자 배정이 제한되어 당장 농번기 인력난과 농가소득 감소라는 직격탄을 맞게 된다는 우려다.이에 따라 전 군수는 농지법 시행규칙 제3조의2에 단서 조항을 신설해, 적법하게 계절근로자를 고용한 농업인에 한해 근로계약 기간 동안 농촌체류형 쉼터를 임시숙소로 사용할 수 있도록 허용해 달라고 건의했다. 아울러 농림축산식품부, 고용노동부, 법무부 등 관계부처에도 농촌체류형 쉼터의 숙소 활용 근거 마련과 체류지 등록 기준 개선도 요청했다.성주군은 이번 제도 개선이 이뤄질 경우 계절근로자에게 적법하고 안전한 숙소를 제공해 인권을 보호하는 한편, 무허가 시설을 양성화해 농촌 현장의 법적 안정성과 생산성을 크게 높일 것으로 기대하고 있다.전 군수는 "현장 여건을 고려하지 않은 일률적 기준보다 안전을 확보하면서도 농가에 실질적인 도움을 주는 제도적 대안이 필요하다"고 강조했다.。
